Heat the milk in a pot with the cinnamon stick and the lemon peel, when it starts to boil add the rice and cook over low heat, taking care not to spill the liquid. Cook for 40 minutes or until the rice is tender, during this time stir occasionally so that the rice does not stick. Remove the lemon peel and cinnamon, add the condensed milk and raisins if you are going to use them. Heat to a boil again and cook 10 more minutes, stirring more frequently. Let cool before serving and sprinkle each serving with ground cinnamon.
