What is the National Rice Fund?

It is a special account for the collection and management of resources from the Quota de Fomento Arrocero.

Who Manages the Rice Development Fund?

By law, the National Federation of Rice Growers FEDEARROZ, through a contract signed with the Ministry of Agriculture, collects, manages and invests the Rice Development Fee.

What are the functions of the Special Commission?

This commission approves, for each year, the investment and expenditure plan for the fulfillment of the goals of the programs as well as the administrative expenses. Likewise, it approves the amount of expenses that can be executed each quarter.

Who runs the Rice Development Fund?

The activities of the Fund are guided by a commission made up of representatives of the Ministries of Agriculture, Commerce, Finance and National Planning. The farmers are attended by three delegates appointed by the Board of Directors of FEDEARROZ, who represent all rice farmers and contribute their experience to define the investment of resources.

What human resources does the Fund have for the operation and investment of the Development Fee?

The personnel assigned to the Rice Fund are linked to FEDEARROZ and form an integral part of the Federation's personnel plant.

The highest percentage of linked officials are engineers dedicated to research and transfer and have postgraduate studies. The auxiliaries are mostly personnel of specialized workers who support the work of the engineers in the experimental centers and in the field.

The engineering staff is distributed in the sections where they are responsible for research and local transfer activities. In turn, the specialists provide support to all sections to meet the needs of training, study and problem solving.

Who monitors the Fund's Resources?

The Ministry of Agriculture and Rural Development controls and monitors the programs and projects and the Office of the Comptroller General of the Republic, carries out fiscal control, that is, it monitors that the expenditure corresponds to what was approved by the Quota Commission and evaluates the budget, administrative and technical management.
In carrying out its function of controlling the collection of the Development Fee, the Comptroller's Office, through its auditors, or delegated tax auditors, visits the collectors to establish whether they have fulfilled their work and remitted the amounts collected in a timely manner.
